Estimates of the shortage of housing for public workers are hard to find. Our own estimate in commissioned research suggests that about 35,000 of Zambia’s healthcare staff are without decent housing. Urban based workers may find housing from the private sector, but rurally based workers typically struggle. CHAI’s research shows that for most (95%) health workers, the key reason why they would avoid a rural posting if they can, is the lack of decent housing.

Does This Matter?
Zambia suffers from a severe human resource for Health (HR4H) shortage. This situation is worse in rural areas where there are only 11 health staff per 10,000 people against the WHO recommended minimum of 23 health staff per 10,000 people, less than half the minimum that is required. Years of underinvestment in housing lead to poor retention and attraction of trained staff. Briefly put, to improve healthcare services, we must build more houses for health workers. There is at present no policy pathway to fix this issue. If the private sector sees no incentive to provide good quality affordable housing in rural Zambia and the public sector lacks the money to invest, what’s the way forward?
